洒 (sǎ) means 'to sprinkle' or 'to spray' — you deliberately scatter small amounts of liquid or powder (e.g., salt, water). It contrasts with 喷 (pēn), which is a forceful, directed spray (like from a hose or nozzle), and with 泼 (pō), which is a larger, more careless splash or spill of liquid. 洒 also covers accidental spills and shedding tears or sweat.
