洪 is a bound morpheme — it cannot stand alone as an independent word. You will see it in compound words where it contributes the meanings 'flood' (洪水, 洪灾), 'vast' or 'immense' (洪亮, 洪福), or serves as a common Chinese surname. It never appears by itself in modern Chinese; always as part of a larger word.
