激起 (jī qǐ) means 'to arouse, stir up' and is used for strong emotions or reactions (anger, interest, controversy), often with a sudden or forceful nuance. It differs from 引发 (yǐn fā) 'trigger, cause' which is more neutral for events or consequences, and from 激发 (jī fā) 'stimulate' which has a positive connotation for potential or creativity.
