煽动 (shāndòng) means 'to incite, to stir up' — always with a negative connotation, urging others toward unrest or illegal action. It is stronger and more openly provocative than 怂恿 (sǒngyǒng 'to urge someone to do something unwise'), and broader in scope than 挑拨 (tiǎobō), which specifically means 'to sow discord between people'.
