犯 (fàn) is a general verb meaning 'to commit' (a crime, mistake) or 'to have a recurrence' (of an illness or bad habit). It is broader than 犯罪 (fàn zuì, specifically 'commit a crime') and 触犯 (chù fàn, 'violate a law/rule or offend someone's dignity').
