猥琐 is a stative verb used to describe a person's appearance or demeanor as shifty, sleazy, or creepy — the kind of person you wouldn't trust. In modern internet slang it's common for someone who looks like a pervert or gives off a bad vibe. The older dictionary sense of 'trivial' or 'tedious' is rarely used today.
