Definition
申办 (shēn bàn) means 'to apply for' or 'to bid for' — it is used for official documents, visas, memberships, and especially for bidding to host major events (e.g., Olympics). It is more formal and specific than 申请 (shēn qǐng), which covers general applications (jobs, scholarships), and differs from 申领 (shēn lǐng), which focuses on obtaining licenses or permits.
