Definition
申诉 is a formal verb for filing a complaint or appealing to an authority (e.g., a court, company, or government). Unlike 投诉 (customer complaint about service), 申诉 is broader — it can be a legal appeal (like 上诉, but 上诉 is strictly judicial) or a workplace grievance.
