盛行 (shèng xíng) means 'to be prevalent, in vogue' and is more formal and written than 流行 (liúxíng), the everyday word for 'popular'. It often describes customs, diseases, or trends that are widespread over a period, while 流行 is broader. Unlike 普及 (pǔjí), which focuses on making something widespread, 盛行 simply describes a state of being prevalent.
