Definition
省会 (shěng huì) specifically means the capital city of a province (省). Unlike 首都 (shǒu dū, national capital) or 首府 (shǒu fǔ, capital of an autonomous region), 省会 is used only for provinces. Note that 省 alone usually means 'province', not the capital.
