祭 (jì) means 'to offer sacrifices' (to gods/ancestors) or, figuratively, 'to deploy/wield' (a tactic, weapon). It is more general than 祭祀 (jìsì, ritual ceremony) and 祭奠 (jìdiàn, memorial ceremony for the deceased). Figuratively, it differs from 布置/部署 (arrange/deploy) and 舞/耍 (brandish/show off).
