缉毒 is a separable verb-object compound (离合词) meaning 'to fight drug trafficking' — it covers investigating, capturing, and suppressing drug-related crime. The object 毒 'drugs' can be separated from the verb 缉 'to seize/crack down on' when you insert a measure word, duration, or other modifier: e.g. 缉过两次毒 ('have busted drugs twice'), 缉了一年的毒 ('was on the drug-busting beat for a year').
