落成 (luò chéng) specifically means to complete a building or structure, used in formal announcements about new facilities (stadiums, airports, etc.). 竣工 (jùn gōng) also means 'complete a project' but is broader—usually for large-scale works like bridges and tunnels—focusing on the finishing of construction. For buildings and venues, 落成 is more natural; for infrastructure, use 竣工.
