行刑 is a formal verb-object phrase meaning 'to carry out a death sentence; to execute'. It is a separable verb (离合词) — 行 and 刑 can split, e.g. 行了刑, 行了一次刑. In historical contexts it may also refer to torture. Note: the correct pronunciation is xíngxíng, not háng.
