转播 means to relay or rebroadcast a program that was originally transmitted by another source (e.g., a satellite feed or another station). It contrasts with 直播 (live broadcast, original transmission) and 广播 (general broadcast, which can be live or recorded and also functions as a noun). 播放 is broader, meaning to play any audio/video media.
