轻重缓急 is a four-character idiom that refers to the relative importance (轻重) and urgency (缓急) of tasks or matters. It's used to talk about prioritizing — deciding what to do first based on how important and how urgent something is. You'll often see it in the pattern 分清轻重缓急 ('distinguish priorities') or 按轻重缓急 ('according to priority').
