退税 (tuì shuì) specifically means 'to get a tax refund', typically for overpaid taxes or tax-free shopping abroad. Unlike 退还 (tuì huán), which is a general verb for returning items or refunding money for any reason, 退税 is only used for tax rebates. Note that 退税 is a separable verb (离合词): you can insert words like 了 or 一 between 退 and 税 (e.g., 退了一笔税).
