Definition
颁发 (bān fā) means 'to issue' official documents (laws, policies) or 'to award' certificates/prizes. Unlike 颁布 (bān bù), which is used only for laws/decrees, 颁发 can also be used for awards. For personal honors like degrees/titles, 授予 (shòu yǔ) is more formal; for ceremony awards, 颁奖 (bān jiǎng) is the specific term.
