下达 (xià dá) — to issue, to transmit downward (an order, decree, notification, etc.)

Definition

Used when a higher authority officially sends an order, directive, or task down to lower levels. Pairs with 通知 (notify/inform) and 发出 (issue/send out) — 下达 is more authoritative and typically concerns commands or assignments from above.
