习以为常 is a four-character idiom meaning 'to be used to something to the point where it feels normal'. It's often used in the pattern 对…习以为常 (be used to…) and implies that the habit has been formed over a long period, so the thing no longer surprises or bothers you. It's a set phrase — you don't insert measure words or separate the characters.
