文法 refers to grammar and syntax, especially in formal or literary contexts. It is less common in everyday speech than 语法 (yǔfǎ), and is often used in academic discussions of writing (e.g., classical Chinese grammar, legal drafting). The phrase 文法不通 means 'grammatically incorrect' or 'ungrammatical'.
