Definition
检察 (jiǎnchá) means to officially inspect/examine, especially by authorities such as customs or the procuratorate, and also covers legal investigation and prosecution. Unlike 视察 (shìchá, a superior's inspection visit) or 检验 (jiǎnyàn, quality testing), 检察 implies a legal or enforcement context. It is broader than 起诉 (qǐsù, 'to prosecute'), including the investigation phase.
