汹涌 describes a violent, turbulent surge — used for waves, emotions, or crowds. It's stronger and more vivid than 涌 (a general 'surge' or 'gush'), and more physical than 动荡 (turmoil/unrest). Unlike 汇 or 汇集 (which imply convergence), 汹涌 emphasizes the force and intensity of the surge itself.
