淹没 (yānmò) means 'to submerge, to flood over' — water covers something completely, either literally (洪水淹没道路) or figuratively (声音被淹没, grief overwhelms). It differs from 沉 (chén 'to sink'), which describes an object going down into water, and from 淹 (yān 'to flood/drown'), which focuses on the water causing harm or irritation rather than covering.
