缄 is a literary verb meaning 'to seal', 'to close', or 'to keep silent'. You'll mainly see it in formal or written Chinese, especially in the compound 缄默 (to remain silent) and 缄封 (to seal up). It's not used in everyday speech — when speaking of sealing an envelope, use 封 instead; when speaking of being quiet, use 安静.
