调控 (tiáo kòng) means 'to regulate and control' — it combines 调 (adjust) and 控 (control), focusing on macro-level adjustment to achieve a desired state, e.g., economic policy or system regulation. Unlike 控制 (kòng zhì, direct control) or 调节 (tiáo jié, simple adjustment), 调控 implies a top-down, systematic intervention. It is also distinct from 监管 (jiān guǎn, supervise and regulate) which emphasizes oversight.
