Definition
防水 is a verb-object compound (离合词) meaning 'to prevent water'. It's often used attributively before a noun (防水手表 'waterproof watch') or as a predicate (这个手机防水 'this phone is waterproof'). You can split the two characters by inserting 得了 between them: 防得了水 means 'can prevent water'. The compound itself is stative when used as a predicate, so 很 can modify it: 很防水 'very waterproof'.
