风流 (fēngliú) has several meanings: it can describe a talented, unconventional person (positive), or a charming, romantic figure with a classical elegance. Compared to 浪漫 (làngmàn), which simply means 'romantic' in a modern sense, 风流 often carries an artistic, slightly roguish flair and can also mean 'dissolute' in a negative context — a nuance 浪漫 does not share.
