In this archaic sense 伯 (bǎi) is a historical variant of 霸, meaning 'hegemon' — as in the Five Hegemons of the Spring and Autumn period (春秋五伯). In modern Chinese it is not used; 伯 itself today is a kinship term (paternal uncle).
