邑 is a bound form (b.f.) meaning 'city' or 'town'. It appears almost exclusively as a component in place names and classical compounds, such as 城邑 (city) and 都邑 (capital city). You won't use it as a standalone word in modern spoken Chinese — it's more of a literary or historical element.
