Expressing "all" with 凡是

凡是 is used in formal or written Chinese to express that a rule or statement applies to every member of a group without exception. It is typically followed by a noun and then 都, 就, or 一律 to link to the predicate. Avoid using 凡是 in casual conversation; it sounds stiff.
