开设 (kāi shè) — abrir, montar (um negócio, loja, filial, etc.); oferecer, lançar (cursos, serviços, etc.)

Definition

Usado quando uma organização lança algo novo — uma filial, curso ou serviço. Difere de 开通 (rotas/contas) e 开业 (um negócio iniciando): 开设 enfatiza o ato de fundar e administrar.
